Inflator May Explode or Underinflate Air Bag
The inflator could explode during air bag deployment, resulting in metal fragments striking the driver or other occupants. An underinflated air bag may not properly protect the occupant. These scenarios increase the risk of serious injury or death.

Summary
Volkswagen
Group of America, Inc. (Audi
) is recalling certain 1998 Audi
A8 and 1997-1998 Audi
A4 vehicles equipped with Non-Azide Driver air bag Inflators (NADI) that do not contain phase stabilized ammonium nitrate (PSAN) propellant. Due to a manufacturing issue, the NADI inflator may absorb moisture, causing the inflator to explode or the air bag cushion to underinflate.
Remedy
Dealers will replace the driver’s air bag inflator with an alternative inflator of a different design, free of charge. Owner notification letters were sent September 21, 2021. Owners may contact Audi
customer service at 1-800-253-2834. Audi
’s number for this recall is 69BT. The vehicles in this recall were mistakenly omitted from recall 20V-056. All vehicle owners have already been notified by mail and informed that the remedy is available.
Notes
Owners may also contact the National Highway Traffic Safety Administration Vehicle Safety Hotline at 1-888-327-4236 (TTY 1-800-424-9153), or go to www.nhtsa.gov.

Chronology :
June 08, 2022: NHTSA reached out to Volkswagen
Group of America with a question about the models/model years included in Audi
Recall 69BT (NHTSA 20V-056). June 28, 2022: After investigating the matter, Volkswagen
determined that a clerical error that was made in entering the affected model years for the Audi
A8 and Audi
A4 into the NHTSA recall report portal. Audi
is filing this report to amend the filing made under Audi
Safety Recall code 69BT (NHTSA 20V-056) to correct for a clerical error that was made in entering the affected model years for the A4 & A8 into the portal. Audi
has confirmed that all affected owners have been notified under the recall according to regulatory requirements and a recall remedy is available. Both the Audi
VIN lookup tool and the NHTSA VIN lookup tool have accurately reflected the full affected population. Because of this, Audi
will not conduct any further owner notifications as a result of this filing. Based on the suppliers production records all parts produced until August 20th, 1999 were affected. As the inflators have been produced more than 20 years ago traceability of those parts is limited. Therefore, in January 2020 Audi
had decided to include all vehicles with NADI inflators produced until December 31, 1999 in recall 69BT (NHTSA 20V-056). In June 2021, based on analysis results and out of an abundance of caution, Audi
had additionally decided to conduct a voluntary new safety recall 69CJ (21V-470) for vehicles produced after January 1, 2000 that are equipped with a NADI inflator and were not yet included in the previous recall 69BT (20V-056) as they were not deemed suspect at the time of that decision. All vehicles will be checked in order to determine whether they are equipped with inflators from the affected production period and the affected inflators will be replaced by an alternative inflator. Audi
confirms that all affected Takata NADI vehicles have been included in recalls 69CJ & 69BT.

Takata NADI Airbag Inflators
NHTSA ID: EQ19002
Dated opened: December 16, 2019
In a Part 573 Defect Information Report (DIR) dated December 3, 2019, Takata (TK Global LLC) notified NHTSA of a safety-related defect in certain Non-Azide Driver air bag Inflators (NADI), produced between May 1, 1995 and August 31, 1999, which lead to NHTSA Safety Recall 19E080. According to Takata, NADI inflators produced during this period have the potential to experience moisture ingress due to a defect with the foil seal applied (for hermiticity purposes) at the exit orifices of the inflator housing. NADI inflators do not contain Phase Stabilized Ammonium Nitrate (PSAN) propellant. When deployed, the presence of elevated moisture in the inflator can result in slow deployment, which could lead to insufficient occupant protection provided by the air bag. In the event of propellant degradation, abnormal propellant combustion creating excessive internal pressure. High internal pressure could result in the body of the inflator rupturing, potentially injuring or killing the driver. Takata did not provide details on the affected makes, models and model years of vehicles that may have been manufactured with the defective inflators and sold in the US, however the DIR named five automobile manufacturers that the defective inflators were sold to, including Audi
(VW
), BMW
, Honda
, Mitsubishi
and Toyota
. Based on the dates of inflator production, it’s likely all affected vehicles would have been produced as model year 1995 through 2000 vehicles.
On November 26, 2019, BMW
filed three DIRs announcing NHTSA Safety Recalls 19V851, 19V852 and 19V853. The DIRs stated that BMW
had determined Takata produced NADI inflators manufactured before March 15, 1999 were defective due to a tape seal concern. BMW
also discussed field incidents that occurred in foreign markets as part of the company’s rationale for reaching the defect determination. One of BMW
’s recalls was intended to address vehicles originally manufactured with known defective inflators, another was to address a distinct population of vehicles manufactured with inflators believed to be at higher risk (BMW
issued a do not drive recommendation for this population), and the third was issued to address vehicles originally manufactured with inflators not deemed to be defective, but they may have subsequently had a defective inflator installed as part of a service repair procedure. The BMW
recalls involved certain model year 1999 to 2000 3-Series vehicles.
The purpose of the EQ is: 1) to obtain information from the five companies named in Takata’s DIR to establish the specific makes, models and model years that were produced with defective Takata driver inflators, 2) to ensure that, if they are not already, all vehicles manufactured with defective inflators are recalled on a timely basis, and 3) to ensure that any vehicle which could have had a defective inflator installed in conjunction with a service repair procedure is inspected to ensure it does not contain a defective inflator.

These inflators do not contain phase stabilized ammonium nitrate (PSAN) propellant. According to the equipment defect notification 19E-080 filed by Takata, certain Takata Non- Azide Driver Airbag Inflators have the potential to exhibit elevated moisture ingress due to insufficient aluminum tape seal. This can lead to slow deployment, which may result in insufficient protection by the driver frontal airbag, or there may be over-aggressive combustion creating excessive internal pressure when the driver frontal airbag is deployed. Audi
is currently not aware of any inflator ruptures in the field or in test environments in Audi
vehicles. Audi
is also not aware of any field incidents in Audi
vehicles worldwide where the airbag/inflator showed a slow or non-deployment. However, our testing shows that NADI inflators in Audi
vehicles could potentially underinflate or not deploy at all due to moisture ingress. FMVSS 1 : NR FMVSS 2 : NR Description of the Safety Risk : In case of a crash with airbag deployment, propellant with high moisture content may result in reduced restraint performance, which may lead to an increased risk of injury. Audi
vehicles are equipped with a different type of NADI inflators than the ones with reported field incidents. At this point Audi
is not aware of any cases worldwide in Audi
vehicles involving NADI inflators where the airbag did not perform as designed, neither inflator ruptures nor cases of underinflation. Description of the Cause : Based upon the investigation by the supplier and our own analysis, the potential for an insufficient airbag performance and all influential factors have not been fully understood so far. The failure mechanism may be influenced by a variety of factors, including the subtype of the NADI inflator, manufacturing variations, climatic conditions, vibration, specifics of vehicle applications or other variables.
