Volkswagen Group of America, Inc. (Volkswagen) is recalling certain 2019 Volkswagen Tiguan LWB, Golf Sportswagen A7, Golf Alltrack, Golf R GP, Audi Q3, Audi A3 Cabriolet, 2019-2020 Jetta NF, Jetta GLI, Golf GTI, Atlas, Golf A7, Audi A3, 2020-2021 Atlas Cross Sport, and 2021 Atlas FL vehicles. The tire pressure monitoring system may not detect an air pressure loss in adequate time when deflating occurs among all four tires simultaneously. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 138, “Tire Pressure Monitoring Systems.”
Remedy
Dealers will update the TPMS software, free of charge. Owner notification letters were mailed November 18, 2022. Owners may contact Volkswagen’s customer service at 1-800-893-5298 or Audi’s customer service at 1-800-253-2834. Volkswagen’s numbers for this recall are (Audi) 45J7, and (VW) 45J6 and 45J8.

Problem Description
In a test environment, in rare cases, the tire pressure monitoring system may not detect an air pressure loss in the time specified in the NHTSA FMVSS No, 138 “Tire Pressure Monitoring Systems” test procedure if it occurs simultaneously at the same rate in all four tires. A sudden loss of pressure in all four tires at the same time that goes undetected as required by regulations increases the risk of a crash.
Corrective Action
Update the TPMS software.

Chronology of Defect
April 29, 2020: The topic was presented in Volkswagen AG and Audi AG Product Safety Committees. A recall was decided, along with a petition for inconsequential non-compliance in the United States.
May 06, 2020: Volkswagen files a 573 with the NHTSA for a potential TPMS non-compliance with FMVSS 138 – Tire pressure monitoring systems. Volkswagen states the intention of filing a petition for inconsequential non-compliance, because the issue with the TPMS system on the affected vehicles does not pose an unreasonable risk to motor vehicle safety. The behavior does not pose an unreasonable safety risk, as every puncture (meaning a rapid tire pressure loss), as well as a diffusion (meaning a long term pressure loss on multiple tires), will be detected. The pressure loss will still be detected in all cases, but in certain instances where all four tires deflate at the same rate at the same time, it may not be detected in the time specified in the FMVSS 138 test procedure. A pressure loss on less than four tires at the same time and rate will be detected and indicated to the driver. Warning for the driver will still occur in all cases before a potential safety-relevant tire pressure is reached.
May 20, 2020: VWGoA files the petition for inconsequential non-compliance with the NHTSA.
June 08, 2020: VWGoA files an amended petition for inconsequential non-compliance with the NHTSA to correct model year and production dates listed in the original inconsequential non-compliance petition.
October 21, 2022: NHTSA informs VWGoA that they have denied the petition for inconsequential noncompliance.
October 24, 2022: NHTSA publishes their decision in the Federal Register. The agency decided that Volkswagen has not met its burden of persuasion that the subject FMVSS No. 138 noncompliance is inconsequential to motor vehicle safety.
Accordingly, Volkswagen’s petition was denied, and Volkswagen is consequently obligated to provide notification of and free remedy for that noncompliance under 49 U.S.C. 30118 and 30120.

Refer to the “Alerts” section on ServiceNet home page for the current ODIS version. The battery charger is connected to the vehicle battery and remains connected for the duration of the software update. Battery voltage must remain above 12.5 volts for the duration of the software update. Failure to do so may cause the update to fail, which could result in damage to the control module. Control modules damaged by insufficient voltage will not be covered. The screen saver and power saving settings are off. Failure to do so may result in the tester entering power save mode during the software update, which could result in damage to the control module. The VAS Diagnostic Tester is plugged in using the supplied power adapters. Under no circumstances should the tester be used on battery power alone during the software update. Failure to do so may result in the tester powering off during the update, which could result in damage to the control module. Flash process through “Audi Flashing” not Guided Fault Finding (GFF). DO NOT USE Guided Fault Finding (GFF) to perform this flash. Using GFF will cause the flash to take longer. Requests for additional time will not be considered. The VAS Diagnostics Interface MUST ONLY be connected to the tester with a USB cable. FMVSS 1 : 138 – Tire pressure monitoring systems FMVSS 2 : NR Description of the Safety Risk : In certain instances where all four tires deflate at the same rate at the same time, the event may not be detected in the time specified in the FMVSS 138 test procedure. A pressure loss on less than four tires at the same time and rate will be detected and indicated to the driver. Warning for the driver will still occur in all cases before a potential safety-relevant tire pressure is reached. A sudden loss of pressure in all four tires at the same time that goes undetected as required by regulations increases the risk of a crash. FMVSS 1 : 138 – Tire pressure monitoring systems FMVSS 2 : NR Description of the Safety Risk : In certain instances where all four tires deflate at the same rate at the same time, the event may not be detected in the time specified in the FMVSS 138 test procedure. A pressure loss on less than four tires at the same time and rate will be detected and indicated to the driver. Warning for the driver will still occur in all cases before a potential safety-relevant tire pressure is reached. A sudden loss of pressure in all four tires at the same time that goes undetected as required by regulations increases the risk of a crash.
