Summary

Volkswagen Group of America, Inc. (Volkswagen) is recalling certain 2017 Volkswagen Passat, 2018 Tiguan LWB, 2007-2009 Jetta Sedan, 2011-2013, 2015 and 2019 Jetta, 2013 Jetta Hybrid, 2008-2009 Jetta Sportwagen, 2015 Golf Sportwagen, 2013 Golf, 2008-2010 and 2012-2013 Beetle and Beetle Convertible, 2008-2010 Beetle, and Beetle Convertible vehicles. Modifications made while the vehicles were in an internal evaluation period may cause the affected vehicles to not comply with all of the applicable regulatory requirements.

 

Remedy

Volkswagen will notify owners and repurchase the affected vehicles. The recall began November 6, 2019. Owners may contact Volkswagen customer service at 1-800-893-5298. Volkswagen’s number for this recall is 01D7. Note: This recall is an expansion of NHTSA recall number 18V-329.

Problem Description USA Volkswagen has discovered that (i) certain vehicles with special internal manufacturing codes identifying the vehicles as vehicles built before the start of series production (“pre-series vehicles”) were sold without confirmation that they were built to Volkswagen’s series production standards and applicable regulatory requirements, and that documentation about their build status may be incomplete or could not be verified and (ii) documentation about possible modification(s) made to certain vehicles with special internal manufacturing codes identifying the vehicles as subject to internal use (“internal use vehicles”) during their internal use period may be incomplete or could not be verified.

The recalled vehicles differ from non-recalled vehicles in that they may contain non-standard components and/or the actual build status of the recalled population was not properly documented by Volkswagen.

Due to the potential inclusion of non-standard components, missing documentation of the actual build status and unknown potential for modifications made during internal use, Volkswagen cannot specifically identify a safety risk. However, if a vehicle does not meet all regulatory requirements, there could be an increased risk of a crash, fire, or injury.

Problem Description CANADA Volkswagen has discovered that certain vehicles with special internal manufacturing codes identifying the vehicles as vehicles built before the start of series production (“pre-series vehicles”) were sold without confirmation that they were built to Volkswagen’s series production standards and applicable regulatory requirements, and that documentation about their build status may be incomplete or could not be verified.

The recalled vehicles differ from non-recalled vehicles in that they may contain non-standard components and/or the actual build status of the recalled population was not properly documented by Volkswagen.

Code Visibility In December, 2019, the recall code 01D7 was applied to all affected vehicles.

Issue: Volkswagen has discovered that (i) certain vehicles with special internal manufacturing codes identifying the vehicles as vehicles built before the start of series production (“preseries vehicles”) were sold without confirmation that they were built to Volkswagen’s series production standards and applicable regulatory requirements, and that documentation about their build status may be incomplete or could not be verified and (ii) documentation about possible modification(s) made to certain vehicles with special internal manufacturing codes identifying the vehicles as subject to internal use (“internal use vehicles”) during their internal use period may be incomplete or could not be verified.  The recalled vehicles differ from non-recalled vehicles in that they may contain nonstandard components and/or the actual build status of the recalled population was not properly documented by Volkswagen.

Due to the potential inclusion of non-standard components, missing documentation of the actual build status and unknown potential for modifications made during internal use, Volkswagen cannot specifically identify a safety risk.

Remedy:
  • REMEDY NOT YET AVAILABLE – Anticipated on or before November 22, 2019
  • The recall remedy will be vehicle repurchase (buy back).

Dear Ms. Rice:

In conjunction with our recall filing today, Volkswagen is voluntarily submitting the chronology for the subject in this additional manner due to character limitations in the provided field for this information in  the NHTSA Portal. Please see the chronology for this recall submission below.

 

May 09, 2018: Product Safety Committee of Volkswagen AG determines to recall certain internal use vehicles due to unknown actual vehicle configuration resulting from missing/incomplete documentation. The recall decision was not based on a confirmed safety risk but was based on the absence of documentation confirming compliance with applicable standards.

 

May 16, 2018: Volkswagen Group of America, Inc. notifies U.S. NHTSA of initial recall decision concerning internal use vehicles that had then been identified. (See NHTSA File No. 18V-329)

 

May 2018 – ongoing: For remaining vehicle cluster worldwide where status remained uncertain ongoing identification/tracing of VIN’s and single case evaluation. High complexity due to various hardware/software combinations. Each individual VIN of potentially affected vehicles had to be traced and actual vehicle configuration and any modifications during internal use had to be verified and evaluated.

 

End of November 2018: Report received of additional potentially affected vehicles that may have been sold to the US market. Reported VIN list contained contradictory data. Data contradictions could not be  solved without further system analysis, so no conclusion on these cars was taken.

 

April 2019: As part of its ongoing investigation, and based on additional inquiries and analyses, Volkswagen AG requests that its subsidiary companies worldwide, including Volkswagen de Mexico S.A. de C.V. (“VW de Mexico”), conduct a further review and analysis of potential sales of pre-series and/or internal use vehicles.

 

May through September 2019: Intensive analysis and in-depth discussions with subsidiary companies worldwide occurs, during which data on potentially affected vehicles was traced, collected, evaluated.

 

September 11, 2019: Topic presented in VW and VW de Mexico Product Safety Committees. More details requested to determine worldwide scope of potentially affected vehicles.

 

September 18, 2019: Topic presented in VW and VW de Mexico Product Safety Committees where the decision to recall the affected vehicles in the United States and Canada was made.  The recall decision  was not based on a confirmed safety risk but was based on the fact that the actual vehicle configuration and compliance with applicable standard. Is unknown.
